Get your sardines as fresh as possible. only unthaw 1 at a time for use. i’m getting 8 baits out of 1 big sardine.
Cut a filet trim, then slice into 1″-11/2″ pieces, then make it even cut a slit in middle, put on underside slide filet around eye holding middle hook and wrap it on tight with thread or i prefer Atlas-Mikes Miracle thread its light rubber and holds wrap better.

Bait will be fresh roe. you can buy cure for roe now from your local Sportsmans Warehouse or Dick’s sporting goods stores. some Walmart stores even carry roe cures and borax.
i recommend Pro-Cure Red Hot Double Stuff to dye eggs and get a long lasting bright red egg that will trigger even the most elusive salmon to bite. i’ve used 20 mule team borax in past decades but Pro-Cure has several colors of specially formulated extra fine borax also with 5% moisture added so eggs won’t end up to dry. 
These eggs have just been sprinkled with Pro-Cure Red Hot Double Stuff. i’ll let sit covered in frig overnight until they soakup most liquid then sprinkle skein side with borax to toughen up the roe and wrap in papertowels. Ready to fish for Sacramento River king Salmon!!
I use GAMAKATSU OCTOPUS RED size 1 hooks tied with a Roe loop knot to hold the roe on hook.
